Yeah, Fallout 3 is both an RPG and an FPS. There is no way you can say it's not an FPS (or say that it's not a TPS) games usually have elements of more than one genre.

Yeah I already did that this morning, being morning person I am, I decided to spring up and out of bed. I set about town whistling and kicking an empty can before I came upon a yellow house with a pink roof. More interesting than the paint scheme was that a man on the roof fired a grappling hook into the nearby tree and made his way down the mighty oak in full Batman getup. “Jumpin’ jehosaphat!” I said, “You’re Adam West!” “That’s right Billy,” He said with a glorious smile. “Would you like to join me in picking up some milk?” “Sure thing Mr. West, but my name’s Jim-” “To the store!” Adam then proceeded to stand there with his finger pointed to the sky while staring directly into the sun without blinking. After I poked him with a stick we headed off to the store. Along the way Mr. West lectured me on the safety issues of sleeping with a cell phone next to my head. I told him that I was quite aware the dangers but every time I interjected he took a puppy labeled pepper spray out of his utility belt and threatened to give me a “Bat beat down”. When we arrived at the store Adam told me to head in first and make sure the coast was clear if it was, I was to fire a single green flare. I told him I didn’t have a flare gun and he place one in my hand with two rounds. “Be careful,” he said “one of those is mustard gas.” With those in hand I walked into the small bodega run by an elderly Slovakian man. Seeing that there was no one in the store and not wanting to risk murder-suicide at the moment, I simply waved Mr. West in. Adam West then charged the glass door head first shattering the entrance before rolling into a pyramid of caned foods. His cape dragged shards with him all over the store’s floor. Mr. West stood up and spoke to the cashier “It’s okay fellow citizen, I’m with the Justice League”. He went to the back of the store and took a large vat of bacon grease and placed it on the counter “I thought you were getting milk.” Adam laughed before letting out a small sigh. He paid for his bacon grease and we set about the trip home. On the way back Mr. West started lecturing me on the dangers on not using a surge protector with high voltage electronics when we came upon a homeless man. Adam West removed the Batman mask from his face which had taken on a solemn expression. “Look at it,” he said “the decadence of Western society. Leaving a good man to his fate in the dead of winter because he has no money to shield him from the elements” “It’s summe-” “I know Billy, it’s painful watching the cold whip of nature lash this poor man while people simply walk past this person as if he was invisible. This obsession with money, this dependence on it… the more we buy into consumerism, forgive the pun, the more of ourselves and humanity we lose. We need to remember that people need a helping hand once in a while and neither race, creed nor monetary status should keep us from extending out help to others.” Mr. West stood in silence for a minute before we walked home. I would have told him how beautiful I thought that sounded but I was more concerned about the fact that for the entire speech he was pointing the flare gun at me. So yeah long story short I'm right.
