| The flag with the single star on blue and the red and white stripe is a replica of the very first version (think Betsy Ross) of the US flag... Back then they had something of a two-flag system... They had the current US flag, where every state has it's own star (I think the number of stripes is also equal of the states). Back then it was with considerably less stars, cause they were like just several towns at first and all (it wasn't until they buggered the British with their own muskets that the establishment of state borders start)...
But they also had a flag consisting of a single star with a single red and white stripe. That flag was like a state flag (think Republic of California)... It was like a vassalage thing- you hang your own coat of arms, but above it you also hang your Liege's own coat of arms...
That was because before the American Civil War, the United States were no more than the name suggested back in the 1700-1800s- a Union of States. Meaning more like an alliance than a single nation. They shared their main governing body- the Senate and whatnot. But each state also retained some of it's autonomy (hence the ton of differing laws state-to-state). The US before the Civil War was more or less what the EU is now (system-wise).
After the Civil War the US became more of a single nation, but the concept of comparative autonomy still stood- hence some states still clinging to their own flags (like California, Texas, New Mexico etc...) and the differing state laws...

Littering is a crime. So is not wearing a seat-belt. Or gamesharing. People still do it. All the time, every single day.
